Loughton L4, L5 and L6 Permit Schemes

This web page includes all relevant information concerning the newly proposed resident permit schemes that affect a number of roads in Loughton.

Each scheme has it's own section with information on the respective proposal and overview maps to detail the extent of the schemes.

Any comments, both in favour or objection to these proposals must be made according to the details at the bottom of the Notice of Intention.

Scheme Background

The Loughton Broadway parking review is a joint initiative between Epping Forest District Council (EFDC) and The North Essex Parking Partnership (NEPP).

We have worked with local councillors to devise a scheme which works for residents, businesses and local shops. The first phase of the Loughton Broadway scheme was introduced earlier in the year and around 12 roads near the new Epping Forest Shopping Park saw parking restrictions as well as some pay and display provision.

There is now a consultation on the second stage of that review which is seeking views from residents on the proposed changes. Residents can respond to make their opinions known. All the responses will be considered by NEPP and put before local elected Councillors for comments and recommendations.

EFDC asked NEPP to carry out this piece of work. The authority to make parking restrictions rests with ECC who have delegated It to NEPP. The reason for asking for these parking restrictions is to address the inconsiderate and dangerous parking by non-residents. This is not new we have had similar reviews in Epping, Buckhurst Hill and Loughton in the past. This is a particular issue for EFDC due to the 8 LUL stations in the District.

Some roads are included that don’t currently have a parking problem as in our view, once the parking restrictions are introduced there will be displacement of motorists and these currently trouble free roads are likely to attract commuter parking. This has been borne out by experience in Epping and Buckhurst Hill.

Many people chose to park along the Central Line as the cost of travel by tube is nearly half that of main line stations

The current cost of yearly permit for the first is £50 and £80 for a second if space is available.

From EFDC point of view this is not being done to generate income, it is self-financing.
